Early Grade Learning

What is EGL?

Early grade learning in the Philippines typically refers to the foundational years of formal education, covering kindergarten and the early grades of elementary school. Particularly, the Department of Education places significant emphasis on early grade learning as anchored on the following legal mandates:


  1. Republic Act 10533 (Enhanced Basic Education Act of 2013), this law seeks to improve the basic education system of the Philippines by strengthening its curriculum and lengthening the number of years of basic education from ten to twelve years.
  2. Republic Act 9155 (Governance of Basic Education Act, 2001). This provides the overall framework for principal empowerment by strengthening principal and leadership goals, and local school-based management within the context of transparency and local accountability.


High quality early grade education provides a solid foundation to help children achieve their full potential in the higher grades, and in the future, as successful individuals, and professionals.
