Education Sector Mechanism (ESM)

The Education Sector Mechanism (ESM) is a special way of planning for education. ESM brings together education stakeholders to discuss the state of education in their locality using data and evidence, identify the core problems and their root cause, agree on appropriate actions to address these problems, and translate these solutions into specific
programs, projects, and activities (PPAs) or in planning terms called PPAs. The stakeholders will all commit to fund specific PPAs by including these in their respective agency or institutional investment and development plans. These institutional plans include the LGU’s Local Development Investment Plan (LDIP), the Schools Division Office’s Division Education Development Plan (DEDP), private sector’s corporate social responsibility or annual plans and budget.
